Zephan McMinn - Principal
Zephan has 20 years of professional experience in almost every aspect of residential construction. He is recognized widely as being one of the leading voices for building and developing construction companies in the residential scattered lot construction space.
He has operated as an executive and in c-level positions in construction companies for the last twenty years and has worked on over 500 ground up residential construction projects spanning every major market of California and the US. He has built and led preconstruction operations that have been responsible for the full design and permit application process for hundreds of projects in the same number of jurisdictions all over the US.
His experience and exposure ranges from the highest level of custom home construction (15,000 sqft+ home projects), to remodels, multi-family, public works, institutional construction, manufactured and modular homes.
Previously the CEO of Blu Homes, a net zero prefab home startup that is widely recognized as one of the most notable companies in the space and then went on to Co-Found Villa, a California focused ADU company that grew into the nation’s largest design build turnkey provider of ADUs.
In addition to his construction experience, Zephan is a licensed and trained Attorney and a member of the California Bar Association. He has been serving as an expert witness and construction consultant for construction disputes, mediations, litigation for over 10 years. He is an expert in forensic construction contract, cost, and schedule analysis and fully understands the intersection of construction law, contracts, insurance, and the real-world work that happens on the site.

Chris McMinn - Senior Principal
Chris is a seasoned construction professional with over forty years of experience in the industry. He graduated from Lancaster University in England in 1974 with an equivalent master’s degree in biochemistry and math. His expertise covers cost engineering, property inspection, and construction management, with a special focus on project analysis and litigation support.
Since 1997, Chris has been a certified member of the Association for the Advancement of Cost Engineering, placing him on par with civil engineers in the field of cost engineering. In addition, he completed numerous courses and seminars in property inspection, code compliance, and construction cost analysis throughout the 1980s.
Chris has been a licensed general contractor in California since 1978, and he has performed thousands of inspections across residential, commercial, and fire-damaged properties. With over 5,000 residential inspections to his name, he has developed deep expertise in construction contracts, schedules, costs, and industry standards, particularly in the Bay Area and San Francisco.
Throughout his career, Chris has managed construction projects with budgets ranging from half a million to fifty million dollars, contributing to over $150 million in project values. He has provided expert analysis and testimony in more than 400 litigation cases, qualifying as an expert witness in Sonoma County Superior Court and San Francisco Federal Court on issues such as construction costs, remediation, repair, replacement, and code compliance.
Chris’s extensive experience and expert knowledge make him a respected figure in the construction industry, offering invaluable insights for both legal and construction projects.
